With bold colours, I agree with ruru. The best way is to have a subtle shot of bold. Line it on the top of the lash line. Sometimes I even line it along the bottom lash line. If all the way across is too much, then line it on the bottom outer part of the lash line only. Depending on your mood, you can even add a thin line on the top lash line as well as the bottom outer corner.
I have blue eyes aswell, and bright colors look really nice =D, if you want something for a nice cassual hook up, just dab some gold eye shadow in the iner corner of your eye, and lots of mascara. It makes your eyes look reaaally blue, its nice and girly and not too exagerated for a nice evening =D
The thing to remember is that you can really over do it with extreme eye makeup. You have to choose eye shadow coloring that matches your skin tone (hard to go wrong with gold or lavender, though).
Mascara is hard to over do. The more the better, so long as you put it on last and it doesn't clump.
Eyeliner can easily be too much. However, an easy way to wear eyeliner but not be too extreme with it is to wear brown eyeliner.
However, possibly the most important thing to making your eyes (and your entire face, really) look good is concealer. You really want to cover the dark circles under your eyes as best as possible, while being sure to match the concealer to your skin and blend it into your skin very well. Concealer is the very first thing you want to put on.
Whatever you decide to do though, just make sure that you like it. That's the most important thing, really. :)

hey :) blue eyes suit darker colours to emphasise your lighter eye colour try use Rimmel Kohl pencil in black its cheap and a must have for a casual or party look
casual look smooth a little foundation over your eyelid and cover in transulent powder starting in the corner of your eye draw a thin line on the top of lashes bring to the end and corner off. do the ame on the under eyeliner. Lancome Paris Mascara will defo widen your eyes and seprate the lashes with a lash comb
party look do the same as the top but make your eyeliner line thicker then before adding mascara using a eyehawdow brush blend a little grey eyeshadow on your lids and brush towards either corner of the eye and then the other way covering your lower lids then using a eye brush blend in the eyeliner for a darker smokey look it looks gorgeous and very sexy
