If all over-the-counter solutions haven't helped, a product I started using about two years ago that worked really well is Eryacne; it's a perscription treatment, a clear gell you apply to the affected area. It's not harsh on your skin although the first couple of times you use it, yours skin may go a little red for an hour or two.
Also, I found that the best results can be achieved if you use a cleanser to clean your face thoroughly first, as well as using it right after a warm shower as not only is your skin squeaky clean but your pores are open from the steam, allowing the gel to get into your skin and do its job.
Hope this helps :)
Oh, and do NOT use roaccutane unless you have exhausted absolutely every other natural and perscribed treatment; my friend was on it and the effects on him were horrible to the point he was contemplating suicide (although severe depression and suicidal tendencies does not occur in every case and many think that people who experience it may have underlying problems of that type to begin with that would not have arisen without Roaccutane. Also, apparently his doctor became complacent with his treatment and stopped giving him regular check-ups, both physical and psychological).
I know this info because my mum is a diabetes researcher at the royal melbourne hospital and therefore gets all the latest info on drugs and trials and whatnot.
Good luck!
