you can use them to change the form of your eye as it will make your eye appear larger where they're used. I wouldn't line the inside bottom lid completely (like the asian model here), just in the middle and outermost part (not until the end, though). Then I blend it well to avoid have a loud white line. If white is too strong for your skin tone or if you can't blend it well enough to make it look natural, try a light peach/cream liner.
A lot of asians use the white-eyeliner to make their eyes appear bigger. If your eyes are already quite big, I wouldn't recommend that you use it. I like Eloise's advice on how to make it look natural
as a boy, minimal makeup is key for me. i wear white eyeliner on the bottom somtimes because it's subtle and it really brightens and opens my eyes. i'm a definite fan

i've discovered (probably rather late) that this looks really great on the lower water line with a red lip and classic hollywood eyes. and keep it stark. it adds that touch of classic glamour as well as making eyes look larger
