boots for the tiny legs

My legs are quite skinny, though they're in good proportion to my body. However, when I try to find boots that hit higher than the ankle, the calf circumference is always way too big, even with lace up boots tightened as much as possible. Is there a way to correct that? Are there some labels that are made very small around the leg?

Thanks!

same problem :( if you take them to a shoe repair place, they can often take them in.. otherwise, slouchy boot styles or boots over jeans work!
