I personally wouldnt wear it but dont mind (on the right person) it if its a nice lacey/ frilly bra and you can see a tiny little bit of it peaking out the top (not the entire bra). Providing the top and bra match and suit the rest of the outift. ...I have seen "peekaboo" tops that are made to look like that.
But im talking about oversized singlets where you can see the entire bra. And in most cases, Girls dont even attempt top match the bra and singlet. I once saw a fluro green bra hanging out. And another time a blue bra with yellow spots and lace trimming hang out of a stripy singlet ...I only know the exact description of the bra because so much of it was hanging out. Maybe its just a Brisbane thing? If i wasnt a noob and new how, id post pictures!
